DA Nicholas Baxter (Tony Goldwyn) officially joins the LAW & ORDER world on the Thursday, March 14 episode.

In a new clip from the episode, “Balance of Power,” Baxter visits Shaw (Mehcad Brooks) and Riley (Reid Scott) at a crime scene, fresh off being sworn in as district attorney.

Baxter warns Shaw not to touch potential evidence without a warrant, and Shaw is baffled by who he is. After Baxter explains, Shaw explains this is their crime scene.

“I understand. I was just walking uptown and saw the swirling lights and I got excited,” Baxter says in the video below. “Thought I’d pop my head inside. I haven’t been to a crime scene in over 30 years; I couldn’t help myself. And I’m sorry to interfere. Please, get back to what you’re doing.”

But he does have one last thing to add.

“I’m going to do everything in my power to create a constructive and transparent relationship with the police,” he says, addressing all of the cops in the room.

How will it go over with the police? “Listen, Shaw is a homicide detective—he doesn’t trust anybody, right?” Brooks previously said while laughing to Give Me My Remote. “It’s not one of these jobs where you get very far trusting everybody. And so when Tony Goldwyn comes in as Baxter…he’s deliberately careful about the relationship with the new district attorney because they get to set their own framework.”

“Shaw is used to having Jack McCoy there,” he continues. “And he knew that the bar was set: This is the amount of evidence we need to get a conviction, or at least go to trial. A DA can figure out whatever their motivation is; they can bring their entire life experience—and they should bring their entire life experience—good or bad, to that office. We don’t know what that is yet [with Baxter]. We don’t know if he’s politically motivated. We don’t know if he’s motivated by virtue. And so Shaw and Riley are pretty trepidatious about their relationship with Baxter.”
